Why Can Affected Norway terrorist attack? Though they had taken the precaution to prevent terrorist attacks
Nearly 200 years Norway has been free from the World War 2
Status is always peaceful, where Norway is the home of the Oslo Peace between Israel and the Palestinians, with guards using weapons
Although Norway has long been a leader of world peace, what terrorists want to attack a peaceful country, Norway is now in mourning for 98 victims of former terrorists who attacked 10 days ago, has certainly no country in the world one can ever escape from the terrorist..
Even countries that had its peace, remain vulnerable to terrorist attacksNearly 200 years Norway has been free from the World War 2

"BUT WHY DOES GOD LET ALL THIS HAPPEN? Does Godwant to convey a message?
The answer is clear and makes sense to those questions is "no."If indeed God Allows Norway exposed to terrorist attacks
Then we are left with a God who seems to lack a lot of goals. There seems to be another reason why God allows terrible actsoccur. And although the way the Lord is much higher than our ways, still, in the context of the time in which we live, we can pick up at least two possibilities for this attack.

In observing so many events aligning with end-times Bible prophecy, it appears that these attacks could fit into an apocalyptic context. In other words, they may have connection with end-times alignment.
Could it be that God used these attacks to bring the entire world together against terrorism? This is a very real possibility. After all, Bible prophecy indicates that in the (near?) future, the world will be unified in proclaiming "peace and security" when terrorism will appear to have been defeated and a peace treaty with Israel is signed. Thus, there seems to be a clear indication that, prior to that declaration, the entire world will have been drawn together against terrorism.
What better way to draw nations together against terrorism than to have the country that appears to have epitomized peace experience terrorist attacks? Since everyone seems to be recognizing that Norway did nothing to deserve those attacks, an even more heightened sense is created that no one is immune from terrorism and, therefore, terrorism must be defeated. This alone appears to play into the alignment of end-times prophecy.
But what if Norway is not quite as innocent as we might imagine? What if, in God's eyes, there was some merit for these attacks on Norway's part? So what are we saying?
According to Alan Dershowitz, writing in Hudson-Institute New York, many Norwegians have justified terrorism against Israel. In fact, Dershowitz states that "there are many Norwegians who not only justify terrorist attacks against Israel, but praise them, support them, help finance them, and legitimate them."
As bad as that charge is, why would God choose to allow terrorist attacks on Norway, even if it is true? He might allow terrorism to fulfill His warning of Genesis 12:3, where He declares that He will bring trouble on those who bring trouble upon Israel.
Of course, "many" does not indicate "all"; but, historically, God has brought trouble upon nations whose leaders have brought trouble upon Israel. Just because "many" Norwegians have brought trouble on the Jewish nation, does not mean that the leadership have been guilty of this; however, it makes it far more likely. Typically, leaders are swayed into buying into their constituents' philosophies if those philosophies are held by enough of them.
Thus, though there may be other reasons for God allowing these terrorist attacks on Norway, one reason may be the possibility that God is using Norway as the "innocent" victim to prepare the world for the coming dramatic "defeat" of terrorism and the announcement of "peace and security" by world leaders.
Another could be the viable possibility that the assaults are partial fulfillments of Genesis 12:3. As the Bible shows us, God, who is in control of all things, is a purposeful God; thus, everything-including terrorist attacks on Norway-has a purpose in His plan.
